Overview

The ASIC Pakistan Mitigation Series 2025 represents Pakistan's first science-policy-finance convergence platform for air quality and industrial transition. Held in Islamabad on 9-10 December 2025, it was a first-of-its-kind Global South convening, repositioning air pollution from an environmental concern to a material financial and systemic risk with direct consequences for economic productivity, portfolio stability, and public health.

Organized by Fair Finance Pakistan in collaboration with the Air Quality Research Center (AQRC) of the University of California, Davis, one of the world's leading institutes on atmospheric science, the Series brought together financial institutions, government ministries, central banks, multilateral lenders, scientists, legal scholars, and civil society. Its central proposition: that air pollution is not only measurable and manageable, but financeable, if addressed systemically.

This Mitigation Series marks the first pilot focused on mitigation in countries where air pollution is the leading environmental and public health threat. It leverages data-driven solutions to drive policy reform, innovative finance, and regional collaboration around breakthrough technologies, delivering three interconnected wins.

The Scale of Pakistan's Air Pollution Crisis

Air pollution is one of Pakistan's most pressing development challenges. PM2.5 levels routinely exceed safe limits and pollution-related disease costs the economy an estimated 6.5% of GDP annually. Air pollution causes premature deaths every year from chronic obstructive pulmonary disease, strokes, and asthma, and shortens average life expectancy by more than five years in most polluted regions of Pakistan.

The Quadruple Helix Governance Model

The Series applies a Quadruple Helix Governance Model, positioning civil society as a catalytic fourth pillar alongside academia, policy, and industry. This structure enables the platform to move beyond declaratory commitments toward capital allocation reform, translating scientific evidence into decision-useful financial methodologies and enforceable policy frameworks.

Anchored Pakistan's clean-air agenda within a constitutional and economic framework, framing air quality as a fundamental Right to Life under Article 9A. Featuring H.E. Alexandra Berg von Linde and Nissanka Salgado of the Asian Development Bank, the session aligned industrial competitiveness with just-transition principles and multilateral climate finance.

From Emission Sources to Clean Air: Circular Economy Pathways to Measurable Air Quality Gains in Pakistan

Chaired by , Director of UC Davis AQRC, the session addressed Pakistan's gaps in linking emissions to ambient air improvements, covering regulatory design, reference-grade monitoring, and auditable data systems aligned with national goals and international clean air standards.

Energy Transition & Industrial Decarbonization Pathways for Clean Air

Addressed Pakistan's fragmented clean-air governance, convening industry, finance, and civil society. Industry representatives from textiles and cement demonstrated that decarbonization is increasingly a competitiveness strategy, framing clean air as inseparable from export competitiveness, energy security, and constitutional rights.

Chaired by Professor Elizabeth Kennedy, this session examined Pakistan's Article 9A constitutional right to a healthy environment, public-interest litigation, and the emerging corporate fiduciary obligation to address air pollution risk.

Transitional Minerals, Climate Finance & Responsible Supply Chains

Convened by Fair Finance Pakistan with Fair Finance Asia and Fair Finance International, examining Pakistan's role in global clean-energy supply chains and ensuring rising Global North demand for critical minerals integrates just-transition principles.
